They have places here in the sub's of NY (Yonkers, New Rochelle)
that have dance clubs. All slow music, and you pay the girls $5 per dance. You can feel their asses hug them etc.
Although your're on the right track, the topless thing borders on prostitution. It would be hard to get off the ground without paying off a lot of people.
