This does not mean that your processor, or the powers that be with Visa compliance, cannot terminate you or put you into the reduction program if your chargeback ratio is very high on a smaller amount of sales.
Mastercard, insofar as I am aware, is the only one of the two that can treat credits issued with the same punitive action as chargebacks if they deem it that you are using the credits to avoid getting chargebacks.
