Stephen Cohen was running a scam that sent traffic to someone else, who in turn ripped off credit cards and split the money with him. It was completely fraudulent. This wouldn't work with Gary because:
1. Gary Kremen is not a criminal.
2. Such money making schemes would no longer work anyway because the government caught on and now prevents a lot of the type of activity that made Cohen money.
