I'm not keen on giving prisoners all kinds of "cool stuff", but at the same time I do think prisoners need some "things" to remain sane and hopefully find their way back into society as a better person. It's not a test, it has been in place for well over 10 years now.

As for the gym, have you seen how BIG the guys are that have spent years in prison lifting weights? They go in as criminals, but they come out as HUGE SUPER CRIMINALS. (potentially, anyway )
