Is that a test they're doing or has it proven to work already?
I'm not keen on giving prisoners all kinds of "cool stuff", but at the same time I do think prisoners need some "things" to remain sane and hopefully find their way back into society as a better person. No gym is pretty harsh and seems counter-active. I can only imagine what kind of health issues, both mental and physical, something like that could cause. I see nothing wrong with allowing prisoners to exercise, read, watch the news, things of that nature... PRODUCTIVE things. Porn, no. Video games, no. Cable, no.
You do need to keep in mind that these people will most likely get out of prison someday. I'd rather them be mentally sane then not.
