anyone ever have this problem with outlook?

I'm trying to fix a problem on a friend's computer with ourlook express6. If you click on a link in an email it won't open up or anything, the browser window won't even open. Any one have any ideas?

Think it might be the security settings - i'm betting he can't open attached items either?

she has attachments blocked, I don't see any settings blocking open links though.
