You can and should do both - making gallery and making freesites.

Bought traffic you can use for promote your freesite in TOPlist and get from it high converting traffic.

Try both.
Buying traffic is good to start a site or feed your trades if you don't have enough of your own traffic.

Ad 1 free sites converts better
Ad 2 don't buy, force traffic from free sites ads to your cj/tgp
