Here is the thing, he is still doing business, under the table with other people. I don't think he should be able to do something like this, if he refuses to pay me back. How would I report him?

IRS will do absolutely nothing. as a matter of fact in a lot of situations the person may come after you and you will get the short end of the stick. i know of an idiot that tried to report someone. IRS will do shit! doesn't matter if you believe me, i can guarantee you IRS will not investigate anyone who you report. it doesn't work like that.

i feel for you, cuz i know theres a lot of assholes in the world. you're better off reporting them to the state where you live who handles contractor license stuff etc.
