Offering a 'lottery prize' to participants who pay money to be entitled to that prize probably moves your 'business' under legal jurisdictions of local lottery and gambling regulations.
Any legitimate claims of prize winners are generally audited by a reputable firm and anyone who would base their membership decision on the validity of your contest would be looking for some degree of authenticity.
If you make claims which you cannot back up, a disgruntled member, or suspicious visitor can file complaints to: better busines bureaus, local authorities, local business registration offices, any processors handling your account... for starters.
Intentionally defrauding others in never a sound business practice.
