Ok, first off - I will say I'm not a big fan of CJUltra..
Now that's out of the way, I'll say that Lane would have to be a complete and utter nut to do ANYTHING unscupulous like what you are describing. It took me all of 5 minutes to find where his script skimmed the traffic the last time I looked at it, and it was taking approximately 1.6% (ie, a certain second every minute had all of that seconds traffic redirected = 1.6%)
Anyone with source as open as Lane's (CJUltra is in PHP) would be asking to get their ass kicked if they tried something like that. I just don't believe it, most likely he shut the thread down because you were slagging him on his board.
However, I am quite willing to admit that I may be wrong here, and that Lane has changed his traffic skimming method.. In that case, he may very well be doing something unscupulous, who knows.
