If I were you I, personally, would not be that upset about it.
Ok so he probably took your html and style sheets. However, he made a HUGE ass effort to make his distinct and unique and not look like yours. It's not like he blatantly ripped off your site and left it as it was so he could use your work without doing any himself. He made his own graphics. He changed the layout, added thumb preview etc. It's a different site dude.. it's not yours.
I mean .. the way I see it there are two reaons to be upset about someone plagarising your work. 1) people can confuse your work for someone elses 2) you expect to earn money off of your work, and so if someone is lazy and steals yours it's not fair and it's theft.
He's covered both issues. I can not confuse his site for yours and neither can I say that he didn't put in a hell of a lot of work to make his site HIS site and not just a rip off of yours.
This is just my opinion of course. You are free to feel and act however you please on this issue. It's just that if I were you I would look at it as flattery. He liked your design enough to take it and make something of his own out of it.
I would consider this the equivalent of a musician taking someone else's song and sampling it and making a completely new song out of it. Copyright law protects that as a form of art AFAIK.

I can't think of a week in months that someone has not stolen from my websites. They steal all the time what I think amazes me is the fact that these people never think they will be caught. I guess the real issue is the fact even when they are caught they just get a slap on the hand so they just keep doing it.. I give up on being pissed off when they steal since there is not much I can do about it besides have my lawyer send a nasty letter to them, or get a hold of their hosting. But its still just a slap.
