                                                          Well, there were more back before the $750 VISA fee. Most of the small time operators moved to the processors that didn't charge this fee and later went under.

                                                          Also, with VISA's 1% chargeback rules, it would be harder to run a scam paysite with little or no content and stay in business very long.
