i know chicks that swear by Prep H, there must be some truth to it.
the old standby:
put two teaspoons in the freezer for about an hour, take them out and hold one under each eye for a few minutes. voila'!Comment

the best remedy that I have found is put 2 spoons in the freezer and then like 45 minutes later take them out and put them under your eyes. It pulls the skin taught. :-)
