Since December 1987 when the first "Intifada" started, Palestinian casualties have been running at around 3 times the rate of Israeli casualties. In addition, a whole raft of collective punishments have been imposed, from curfews to school closures.
You could speculate that there might have been more Israeli casualties without such measures, but with over 1,000 Israeli killed in the past 6 years, the effectiveness of harsh retaliation is obviously limited.
To put this further in perspective, apart from the predictable precautions along the borders and at key locations around the country, armed soldiers going to or from military service are on almost every bus and hitchiking on every main highway. The general level of awareness is also high. Yet still the bombers get through.Comment

terrorists take weeks to get a suicide action in place and kill 5 ppl... Israel sends in the Apache's and does double the damage in a few minutes... it's no solution but they sure know how to retaliate...
