Being offered autonomy ("independent state") is far different then being allowed to be an independent country. The current government in Israel will never allow the Palestinians to become an independent country.
Eighty-thousand people armed with small arms and a handful of mortars an army does not make. Planes, attack helicopters, missiles, tanks, artillery, and the ability to train, are some of the things that constitute an Army.
The economic aid they receive is practically nill, compared to the aid an independent country would receive from those that would be willing to supply it.
