I finished my business with the ATM and was about to leave when I see him slug her, and again spew a few more choice words and slug her again. I had to call 911, which I did and stayed on until three of that town's finest showed.
What gets me is how many people looked, stared, watched, and did absolutely nothing. 
Is it too hard to pick up a phone and call 911?

I understand how you feel. If this is of any consolation, it doesn't indicate a crumbling of civilization. In fact it's ALWAYS been this way in urban cities...quite possibly in other areas too. One reason is that people just don't want to get involved, sometimes they're afraid of reprisals if they get involved. If you confront him, next thing you know he's put a bullet in you or if he sees you calling what he thinks are the police. Their are other reasons too. Their is an infamous case that occured in the 50's where a woman was raped and killed in the heart of New York City. Lots of people INSIDE the comfort and safety of their building who could see what was happening across the street to the woman did nothing. Why? They all assumed somebody else would call.
Let's hope he gets his just desserts.
