Ask a lot, like which sites he owns, traffic proofs, other sponsors he's using who can vouche for him etc. etc.
High sign ups without a good traffic proof means mostly carders at work which results in chargeback-o-rama for you next month.
There are many good russian webmasters tho and some of the most intelligent guys I know are from russia / eastern block.
