The traffic flow you describe isn't especially off the wall, but...
If you aren't big enough to do this alone, the chances are you will need more than just a few friends who you trust absolutely. So you are going to get cheats and time-wasters. That in turn means someone will have to check the galleries to keep out the crap and make sure the network is free of 404's, re-directs and the rest. He gets paid how? With traffic? If so, you just created your own equivalent of a TGP operator.
And isn't the whole point of submitting to TGPs to get a share of their traffic? By extension isn't it a reasonable assumption that most submitters do not have significant traffic sources (or if they do, are directing them elsewhere)? So will you be the only traffic source and expect to get that traffic back via extra links or whatever? If so, you will end up to all intents and purposes in the role of a TGP operator.
You write as if TGP operators are just parasites stealing traffic from passing gallery builders. Which totally ignores the reality that running a big TGP is a very expensive, time consuming business. It's naive to think you can somehow dispense with those central functions, yet achieve the same or better results.
