That's the problem with shaving, actually your problem is you do too good of a job shaving, so the short hair gets stuck under the skin and that's what causes the bumps. I don't know if there's any way around this, sorry.

Make sure you soak in hot water for a while first, and use a good shaving gel for sensitive skin... rub the gel/foam in thoroughly, don't just layer it on top, and let it absorb for a few minutes.

Use a good razor (gillette venus?) with sharp blades, and when you're done use lots of lotion.

Worked well for my ex, she never had any bumps or soreness.

Soak in warm water for a bit. Then when shaving, shave down first. Once done, reapply shaving cream and shave up.
