I think it just comes down to which one makes more money and therefore is more powerfull.

Hell's Angles from what I understand are mainly into drug trafficing. I was once told they were the largest Meth trafficers in the U.S. I wouldn't be surprised if they are doing "Billions" a year. But they are mainly just a U.S. organization

The Russian mob I think is into a lot, lot more things besides drugs and also operates in many more countries. So my guess is the the Russian mob makes more money and has more resources spread out over the globe.

So my money is on the Russians..
