they're both powerful but it can't be compared.
at least here HA does a lot of drug trafficing, collect debts and shit like that.
while the Russians have a much more mixed up business.
cigarettes, drugs, casinos, escorts, real estate... whatever, they do pretty much everything which gives them a much more powerful network then just dealing with junkies.
the 2 organisations really can't be compared for serveral reasons.
