It's a good idea.
Benefits:
1) Pooling resources for lobbying purposes
2) Local branches for local webmaster support, seminars, and localized consciousness raising re First Amendment issues
3) Distribution network of resources for grassroots action
I would suggest the following:
Setup a nonprofit organization (tax free)
Partner up with the Electronic Frontier Foundation (lobbying group for First Amendment issues)
Setup differing segment organizations--mainstream webmasters, etc.
Create 50 differing websites --each responsive to webmasters residing in differing states reflecting legal realities on the ground in the states they are actually in.
