Low dollars means a US VCR in another country cost less money for the foreign people than their own VCR; therefore they buy a US VCR thus increasing our exports to them and reducing our trade deficit.

A low US Dollar tends to keep American exporters from making their businesses more efficient to compete with foreign companies, and when the dollar rises again, they can't compete anymore and layoffs occur.
