Your cousin works in Varadero I'm guessing if he is going through check points. The average Cuban is not getting searched for dollars. If you tip a waiter OUTSIDE of Varadero, they are going to keep it. That's how they survive. That's why doctors quit medicine and wait tables in Havana. They make more in dollar tips than if they do as a doctor there... About $12 per month.
