It's not America's job to cut it's military budget to take care of world famine. (As harsh as it seems, countries who are starving... are starving for a reason.) Americas military budget is spent to fund the development of weapons that can annihialte our enemies and pay our troops to defend us.
The USA is not "going it alone",as a matter of fact despite what Candidate Kerry would have you believe Britian, Australia, Ireland, and about 20 other countries are not "going it alone" and realize how important defeating the threat of global terror is.

it will never be forgotten... my cousin missed the bus that morning, so she was late to work that day... if she had gotten up that day on time, or bus was late a few minutes.. i don't think she'd be here
