Refering to the actual names, "Goneril and Regan" would require the use of, "who" in that it refers to names..
Had the names been omitted, then, "which" would have been used..
The opposite characters of Cordelia are her sisters which, like Edmund, are on the evil side..
At least that's how I'm seein' it..
