Chirac is referred to by Yasser Arafat as Doctor Chirac.
Therefore, France was the only logical place for Arafat to go when he needed medical treatment. Furthermore, Saudi Arabia nor Kuwait wanted to take him, even though both countries have the same medical facilities as France.
