you cant really ban ebay for the scammers. i think ebay is a great tool for finding stuff at good prices, and i am yet to have any scammer problems

i got fucked once for $1600 bux...and paypal couldn't refund any money from his account because it was empty

Ebay only refund approx. $300 so i was fucked there..

some people hack into other people's accounts and scam customers that way, who see the positive feedbacks. I saw a BMW 745, 2001 for $14,000 and "buy it now", I almost gave the deposit, until my friend said it is probably a scam, since this kind of a deal is unbelievable, the book value for that car is about 30K. Gotta be careful on ebay, lots and lots of scammers.
