I just checked Xpays and saw they pay 27 per signup, which is nothing to go crazy about, but whatever. Then I notice you'll promote TCG sites and they pay 35 per signup. Then, my question is what's the deal with this and why should someone use a program when you can signup with another one and get almost 30% more profit. I'm really confused here

Xpays=there isn't any money to be made over there anymore. I'm speaking as a independent webmaster in my opinion this Xpays is nothing more than another list of paysites from several sponsors that aren't paying either anymore.. I sent them a ton of good traffic along time ago and got ZIP.. don't waiste your time on them.. I heard some webbies made some green but probably not much.. "wheres the programs that are actually paying now adays"
