You know what I found to work when promoting them? The use of fresh content - NOT their free content. Plus, by NOT using copies of their hosted galleries for designs, we saw an increase in click thrus

The problem with the slow loading is being caused by an issue at Level 3. According to NANOG (North American Network Operators Group) administrators around the country are noticing a lot of packets dropping, so it's not just TopBucks/our host. The problems appear to be intermittent - I was experiencing loading problems a short while ago, but things are loading fine for me now.
