    Is this legal ?

    If you create a website with pictures of celebrities or singers such as Britney Spears. Janet JAckson etc... and all pics are non nude, under the guise of a "fan site", would you likely be reprimanded for it?

    I know the pics aren't licensed but my question is would the celebs or their legal team LIKELY target you and ask you to remove the pics if they were non nude and seemed to have been posted in a not as abrasive commercial website that looks like a fansite?

    No, it's not likely.

    But you're risking substantial damages for copyright infringement if somebody wants to pursue it.

            I'm not sure why this question comes up over and over again always framed "Is it illegal...?" Who cares? It's stealing. Even if it isn't illegal, it's wrong. And "illegal" implies criminal liability. You can do something that's not criminally "illegal" and still injure someone to the extent that you could lose a lot of money in a tort suit.
