That's part of NYC's look and charm. Those guys are part of what makes it what it is and has been for decades.

I think Bloomberg is a ASSHAT. Ever since the no smoking ban him and Pataki are on my shitlist.

It all boils down to the city getting a cut of the action...kinda like organized crime but in a legit way.
