Does the owner of a TGP need to keep 2257 records or is just the producers responsibility ?

2257 is a US law that applies to US citizens, regardless of the location of their server. It can also impact those that are delivering content from outside the US to sites owned and operated by US citizens....such as live feeds or plugins.
If you are a US citizen living outside the US you are technically subject to 2257.
If you are not a US citizen, but are physically in the the US (not just the server) you are subject to 2257.
If you are not a US citizen and you are not physically in the US (regardless of the location of your server), you are not subject to 2257. However, if you are doing business with US companies, they may require you to be 2257 compliant, or not work with you. Basically that means you would need a statement of compliance on your web site.Comment
