Two sources are popular here in L.A. -

One: there are CDs you can buy of music that is automatically licensed as background for any project, much like you would be a licensed clip art cd. It isn't the greatest, but a big enough set will have everything from the "chum-pocka-wow-wow" 70's porn music to more modern movie style background tunes.

Two: put an ad in the local musicians paper. Tell the local bands that you will give their music exposure in a porn movie, in exchange for free licensing. More likely, you will find someone licensing music he isn't using any more from a band that broke up, or somes that are on his/her backburner. An odd example of this is the song "Greatest Love of All," a hit for Crackney Houston. It was licensed for use in the movie "Bodacious Tatas" long before she recorded it. It was just as bad then.
