Hitler did decide to wage war on the world. Before taking Poland, he annexed parts of Czechoslovakia and enforced the re-unification with Austria. After Britain and France declared war on Germany, Hitler decided to first invade Denmark, Norway, the Netherlands, Belgium and Luxembourg. Germany was the first to break the non-aggression pact with the Soviet Union, Germany was the first to declare war on the US, etc.
I think it's safe to say that Hitler indeed did decide to fight the world.
