OR, they're smart enough to understand that NO president could ever secure the legalization of marijuana in the US by himself -- until MANY OTHER THINGS changed first.

That about summarizes it perfectly. Besides, even if he
were inclined toward legalization it's pretty late to start trying to get that message out there. He would be accused of last minute desparation grabbing.
