Hey, I have an idea to cure this problem
How about we have a "Suicide Hostage" ?? We could take a volunteer and cut them open, loading them up with a small powerful bomb. Then let them roam around in the area where the hostages are usually taken, then once they're captured, wait for the right momment and set it off via voice command or safer yet, implant a device in their fingers where they could just squeeze them together to set it off. BOOM, there's a pile of dead terrorists. I'm sure that after a couple of times of that happening, they'll think twice about taking a hostage
