Regular accidents occur because 1) people aren't paying attention to the road (distracted or otherwise) 2) have some type of physical problem like temporary blindness or heart attack at the wheel 3) miscalculate the road conditions, like slippery roads 4) drive without thinking and disregarding what they've learned about driving.
Education cannot solve those problems.

actually education can help with all of those except the physical problems.
That is what education is . . . making people aware. It isn't just "don't drink and drive."
