Yes, Putin, an old-school soviet and former KGB spy, is now using terrorism as an excuse to sieze more power and repeal virtually all off the democratic advancement Russia had made since the Cold War ended. Under the new Kremlin dictatorship he will use the 'Bush Doctrine' as cover for limiting freedom and individual rights, and when tens of thousands of innocent people start piling up dead we won't have shit to say about it.
