Sounds to me like they just want to make certain who they're dealing with. Typical "know your customer" regulations that most banks have to comply with.
If they are not asking about information re individual transactions I would not be too concerned. Just give them what they are asking for. But make sure the info goes to Paypal not one of the scammers pretending to be Paypal.
