Hard to say..

No 9/11 means the economy would have taken hits from just the Internet collapse and the discovery that a lot of the late 90's "success" was just bullshit accounting, no 9/11 effects (of course, it is hard to say exactly what size those were)

And, without 9/11... he wouldn't be seen as a "failure" for not catching Osama and he never would have been able to get
the green light for Iraq, his biggest anchor dragging him down.
And the budget deficit would be a lot smaller if (without 9/11),we had better tax receipts and didn't pay for 2 wars/rebuilding.

So... I'd actually think he would have been better off without him because there would not be NEARLY as strong an "anti-Bush" movement right now if there wasn't an anti-war movement.

Since with incumbents (in the US at least), people have to be highly motivated to go vote them out of office
