Well the Chechens are Muslims and at the beginning of their war they were trying to break away from Russia. So the Russians, as any country would, sent in troops to prevent them from breaking away. A brutal war ensued that ended up devastating Chechnya and most of its major cities. The people there have become extremely desperate and the Muslim extremist movement (Al-Qaeda, etc.) has taken advantage. They have sent militants into Chechnya to act as mercenaries and sponsors of terrorist acts.
These Muslim groups are looking at the bigger picture. Many terrorists are waving the flag of Islam as their motive. I think they would like to disassociate Islam and Muslims from these terrorists. Their religion is being highjacked, so to speak.
