The city can't do anything? I don't know if I believe that. Dogs with a history like that could be considered a weapon I would think. What if the next dog they attack is by a little kid?
In the old days if something like this happened those dogs would already be dead. Somebody would have destroyed them. What's sad is if something like that happened today she could sue and win.
When I was younger we had a dog, part chow. He bit my neighbor one day so we gave him away to a farm. Had he been full chow he would have been destroyed, by law.
