I noticed a week or so ago that someone was having Refund problems with Ibill, well i checked back and i see that i to have had a refund rate of some 20% ( 2 out of 10 of my transactions ) . Fuck that's a lot So far zero with CCbill ?
Now i see that they are going to charge webmasters for fraud which is what most refunds seem to be! Don't get me wrong refunds are great to stop chargebacks but something is very wrong here, seems to me that people are crying fraud and Ibill is giving back fees without asking appropriate questions or for proof of fraud, either that or Ibill is the target of some serious fraudsters ? The problem here is that we as webmasters never get notification of Fraud or Chargebacks until after the money has been returned , so how are we able to help control this trend. At least with our own merchant accounts we get a letter from Visa, Amex or Master card stating that there is a possible problem and a customer is requesting a chargeback We can then respond to this if we feel its unjust or incorrect and for this we pay 4% max. ( Amex ) With Ibill we as webmasters pay 13% + and we don't have the opportunity to defend our selves in any way, this is not right IMHO?

As part of our continuing effort to keep our merchants informed about Card Association programs and regulations, we would like to update you on Visa?s RIS program.
Visa operates the Risk Identification Service Program or RIS, a monitoring program that records and tracks potentially fraudulent transactions reported to these systems by card issuers. Visa sets activity parameters for merchants and their acquiring banks. Unacceptable fraud levels at merchant locations or acquirers due to merchant activity are penalized by the card associations. These programs have existed in association regulations for some time, but are only now being aggressively enforced.
It is important to remember that, in accordance with your iBill processing agreement, penalties assessed by the card associations for violations are passed along to clients contributing to those violations.
Merchants in violation will receive proper notification of any penalties and an itemization of transactions contributing to fraud and the resulting penalties. You should be aware that the card associations do not readily report potential fraud transactions to acquirers in the same manner as chargebacks. It is important to note that information pertaining to fraudulent transactions will only be available once a violation is committed. Therefore, it is urged that clients be mindful of reducing their use of marketing techniques that, although legal, may contribute to an increased number of potentially fraudulent transactions.
