I assume you meant "Why vote for the Presidency?" Because the Electorial College awards their states electorial votes to the winner of the popular vote within the state.
I won't be voting. My state always votes democratic (literally, every single time), so my vote for Kerry (or Bush for that matter) is pretty much meaningless. I'd much rather stay home in my pajamas and do nothing.

If you are a Republican in a state that votes overwhemingly for the Democrats nominee or vice versa...that would partially explain low voter turn out. One could easily take the position you have...thus low voter turn out for both parties.
