Don't you have any pawnshops or used instrument stores down there? She could probably get a cheap starter one at Sears.
Edit: Unless you're really familiar with an instrument and know exactly what you want, I strongly recommend holding it in person. Otherwise her desire to learn may end quickly.
Every instrument sounds different and feels different. Bought unseen, it could be too heavy for her, too big or small for her hands, etc. At the very least, have her get some advice from a player first.
