Sadly that will be inevitable. But considering the numbers of folks there, so far, it "appears" not to be a big issue.
I does "appear" - least at the moment - the state services have made the situation clear and folks have listened.
Tho.. this is only a cat 2 hurricane - not exactly an "earth flattner" - but it is travelling slowly and gonna just cause more damage by "hovering".
Tho Frances is damned serious (anything can change yet!) - I find it ironical listening to all the news media coverage and fuss over this. It was only a few years back when 12,000 people were killed just across the Gulf in Guatamala by a hurricane and the only mention that got initially was a small column on the back page of the US press - if that. That is still rarely mentioned as being a "bad hurricane" in the US. The people of Guatamala were obviously in the classification of "non people".
More recently there was another storm which hit the coast of Venezuala while I was in that region. Bodies were being pulled out of the sea where they had been washed down from inland. That also had little mention.
Fingers crossed - but Florida, so far, is very lucky! This was a big storm if nothing else.
