that is the most ridiculous b.s. i've ever heard, nacha is considering some new rules but it has nothing to do with adult specifically and nothing to with the internet specifically.
the new rules they are proposing are only in regards to who pays fees for certain kinds of failed transactions.
i guess it's possible that you could see the check processing % go up a few points because of it.
