In all honesty, you aren't going to be able to find a good host that will provide what you're asking. You'll find someone that will cut your service off, have lots of downtime, or fuck you in some other way. Just pony up the cash for a good host and you'll have less headaches down the road. It's best to contact hosting companies directly and ask them what they can offer you. Once you've gotten quotes, go to the best looking (quality, support, friendliness, etc) and tell them the quotes of their competition. Most will match it, unless it's $100 for 10 megabits including server because then it's likely a 256 Mhz processor with 16 RAM and a 500 Mbs hard drive... which could run a server.. but.. yeah...

I agree . . . 60 bucks for 3GB/350GB says you want to be on a crawling oversold box that takes forever to serve content, 2-3 days to get a response from techsupport and a high latency network. Of course that is provided they even offer tech support at that price.
