Ill start the lobbying: Stalkers anonymous.
You become a liscensed stalker and are only allowed to peek through peoples windows. if you are caught you can only be charged with criminal mischief etc. you sign a waver so if you do anything beyond that you are automatically castrated on public television then assraped with your own dick by a peewee doll.
